They can still leave it at will, and they will generally wander all over the goblin-lovin' map when they're idle. I never use burrows this way, though there are some legitimate uses for it. For some reason moving stone is treated as a really high priority task, so if you have an open stone pile and stone located deep within the earth, your dwarfs can get stuck hauling that instead of removing rotting carcasses and what not.
